In this interview we speak to K. Scott Hubli, director of governance programmes at the National Democratic Institute (NDI), whose presentation at the ReCom results meeting in Stockholm 10 May was titled ‘Lessons Learned and Knowledge Gaps on Parliamentary Strengthening’. In this interview Hubli contemplates what works, what could work, what is transferable and what is scalable in parliamentary strengthening.
