Trends, Financing Gaps, and Challenges

This chapter deals with key priorities in connection with the Helsinki Process on the theme 'Development Finance for Millennium Development Goals' which is part of Track II of the Process, the Global Economic Agenda. It addresses the most traditional source of development finance, namely ODA, but also a new proposal for development financing, the International Finance Facility.

The chapter discusses recent ODA projections and scenarios in relation to implementing the MDGs. In suggesting priorities we have tried to bear in mind the urgency of the issues as well as their political feasibility, reflecting discussion during the Track II meetings.
