Tax and the resource curse

Historically, resource-rich economies tend to tax less. This session will address the causes of the resource curse on taxation, and how it may be mitigated. This will be a joint session between the Fiscal States and Extractives projects of UNU-WIDER’s DRM programme.

Antonio SavoiaAntonio Savoia | Chair

Antonio Savoia is Reader in Development Economics at the University of Manchester and Non-resident Senior Fellow at UNU-WIDER where he has worked on Domestic Revenue Mobilisation.

As a Non-Resident Senior Research Fellow at UNU-WIDER, Dr Savoia is currently engaged in the UNU-WIDER project Fiscal states – the origins and developmental implications.

He has worked at the University of Exeter, the University of Reading, the Università di Salerno, and the University of Bath.

Daniel ChachuDaniel Chachu | Presenter

Daniel Chachu holds a PhD in Development Economics from a collaborative PhD Programme between the United Nations University (UNU-WIDER) and the University of Ghana. His research interests are at the intersection of Natural Resource Economics, Institutional Economics and Public Economics.

Prior to his PhD, he worked across West Africa with a research and advocacy think-tank from 2004 to 2011. Between 2011 and early 2016, he worked within the United Nations community (ILO) in various capacities.

Tania MasiTania Masi | Presenter

Tania Masi is assistant professor at the “G. d’Annunzio” University of Chieti-Pescara and research fellow at the Center for the European Studies (CefES).

She holds a PhD in Economics from the University of Verona.

Her research interests are in the fields of Development Economics, Political Economy, and Impact evaluation. Her work particularly focuses on the economic effects of natural resources, aid, and financial crises.

Andrew MwabaAndrew Mwaba | Presenter

Andrew Mwaba is an Economist and a Director at Kuyuma Development Limited, a consulting and advisory firm in Lusaka. He was previously the Country Manager for the African Development Bank in Malawi. Prior to that role he worked as Advisor to the Vice President, Manager Operations Policy, and Lead Economist.

He joined the AfDB in 1987 under the YP Program, after serving as an Economist in the Ministry of Agriculture in Zambia. Andrew holds a bachelor’s in economics from the University of Zambia and graduate degrees from the Ohio State University, Columbia University, and the University of Manchester.

Roberto RicciutiRoberto Ricciuti | Discussant

Roberto Ricciuti works in political economics. He is a member of the Academic Senate and the Deputy Director of the PhD in Economics and Finance at the University of Verona, a fellow of CESifo and Visiting Professorial Fellow at the Global Development Institute (University of Manchester). He received a PhD in Economics from the University of Siena and an MSc in Economics from the University of Exeter. He taught at Royal Holloway University of London and at the University of Florence, was a Jean Monnet Fellow at the European University Institute.

LundstolOlav Lundstol | Discussant

Dr Olav Lundstøl is a special envoy on climate and forest in the Congo Basin countries, at the Royal Norwegian Embassy in Kinshasa, DRC. He coordinates Norwegian development aid support through different partner organizations and instruments across Central Africa, with the aim to reduce deforestation and degradation of natural resources. Olav graduated with a PhD in Tax Policy from the African Tax Institute in 2021.
