Reforming a Large Resource-Abundant Transition Economy

This chapter examines the contribution of Russia’s rich natural resource endowment to the slow progress of economic reform. Resource abundance caused social conflict, since the benefits were unequally distributed. The process of reform increased inequality, and the presence of rents slowed down institutional reforms in key areas.
