Inconsistent Shock Therapy with Weakening Institutions

This chapter focuses on the transformational recession in Russia. It addresses the question of why Russia failed to introduce either shock therapy or the gradual approach, but instead followed a middle-ground inconsistent shock therapy. It also compares the first best set of transition policies and feasible policies. It concludes with a discussion of weak institutions and the emergence of Russian-style capitalism.
