Widening the Scope for Balanced Growth

The paper explores issues bearing upon the growth process in Brazil, assessing the importance of constraints on growth and the scope of government policies designed to attenuate them in the coming years. The workings of the economy are described in a simple model which highlights how trade liberalization, The new pattern of public spending, and environmental conservation policies may affect growth possibilities. Medium-term prospects are examined using the model, first without considering the effects of environmental policies and then taking them into account.
